Sir George Bonham will, of course, explain if he knew Mr. Caldwell to be a criminal why he retained him in the Government Service. I have heard nothing from Sir George Bonham but laudatory appreciation of Mr. Caldwell.
I deem Mr. Anstey's letter afford additional evidence of a spirit of malignant persecution directed against a valuable public Servant, whose overthrow I have reason to believe he has stated his determination to effect and whose efficiency he has done all in his power to impair.
Nor can I leave Hongkong without again recording my conviction that no public functionary in the Colony has rendered greater services to the Government than Mr. Caldwell — Services which he alone was in a condition to render.
